PUBLIC INFORMATION ACT REQUEST (PIA)

Maryland's Public Information Act ("PIA"), General Provisons Article Title 4 of the Annotated Code of Mayrland, grants the people of the State a right of access to public records while protecting legitimate governmental interests and the privacy rights of individual citizens.  It has been a part of the Annotated Code of Maryland since 1970 and is similar in purpose to the federal Freedom of Information Act. 

All PIA requests to the County must be submitted in writing.  For record keeping purposes, emailed PIA requests will not be accepted.   It is important that you specifically describe the precise records you seek so that the County can research the request. Please be sure to provide all necessary contact information as further discussions may be necessary to clarify your request.

If you are not sure which is the appropriate department for your request, you may contact the department itself or the County’s Public Information Office at 301-645-0580.

Please be advised that the County may charge you for the labor cost of responding to any PIA request that requires over two (2) hours of staff time to complete.  This labor cost is based on the hourly salary of the individual(s) carrying out the search.  The County may also charge for copies at the rate of $0.25 per page.

For large PIA requests, the County will send an initial cost estimate to the Requestor by first-class mail.  The County will not begin compiling the requested documents until the first half of the estimate is paid by cashier’s check or money order.  Once the County has compiled all of the requested documents the Requestor will be notified of the balance due.  The County will then release the documents to the requestor upon receipt of final payment.  

When appropriate, the County may provide documents via electronic media.
