ANIMAL MATTERS HEARING BOARD

FOR CHARLES COUNTY, MARYLAND

MINUTES OF MEETNG

Tuesday, March 1, 2016

 

The regularly scheduled meeting of the Animal Control Board for Charles County, Maryland, was convened by the Chairman at 6:30 p.m. in the County Commissioners Meeting Room, Charles County Government Building, with the following Board members in attendance.

A quorum was declared based upon the presence of a majority of the appointed Board Members.

 

APPROVAL OF MINUTES
 

The minutes of the Animal Matters Hearing Board for February 2, 2016 were approved and adopted. 

 

            Citation No. 6509 – issued to Natasha Riley, for the alleged violation of Section 230.10.A, Section 230.12 and Section 230.9.A of the Charles County Animal Regulations.  Ms.Riley was present at the hearing, and not represented by counsel. Testimony was heard from Officer Gustafson and Ms. Riley. Ms. Riley admitted to being in violation for all three Sections of the Charles County Animal Regulations.

            A motion was made to find Ms. Riley in violation of the all three violations with a fine of $110.00 to be paid by April 5, 2016. The Board allowed Ms. Riley until April 5, 2016 to provide a current rabies certificate and a current animal license to the Office of the County Attorney. The vote to support the motion was unanimous.

 

Citation Nos. 6546 and 6547– issued to Ray Mullins, for the alleged violation of Section 230.10.A, Section 230.12, and Section 230.9.A of the Charles County Animal Regulations for his dog “Roxy.”  Mr. Mullins was not present at the hearing, and no request for a continuance was requested.

A motion was made to fine Mr. Mullins a total of $500.00 and forward to the State’s Attorney’s Office for failure to appear.  The vote to support the motion was unanimous.

 

 

 

Citation No. 6544 - issued to Ingrid Anderson, for the alleged violation of Section 230.12 and Section 230.12.5 of the Charles County Animal Regulations for his dog “Buster.” Ms. Anderson was present at the hearing and not represented by counsel. Testimony was heard from Officer Alison Budd and Ms. Anderson.  Entered into evidence was a quarantine report, marked County Ex. 1, and five photos, marked County Ex. 2.

Based on the testimony heard, and evidence presented, a motion was made to find Ms. Anderson in violation of Section 230.12 and Section 230.12.5 of the Charles County Animal Regulations and ordered her to comply with the requirements stated in Section 230.12.5.E, 1,2,3,5 (a) and (b), 7 and 8 of the Animal Control Regulations and pay a fine of $140.00 by April 5, 2016. The vote to support the motion was unanimous.

 

 

 

 

 

 

 

 

 

 

 

 

There being no further business, the Chairman adjourned the hearing at 7:30 p.m.
