ANIMAL MATTERS HEARING BOARD
FOR CHARLES COUNTY, MARYLAND MINUTES OF MEETING
Tuesday, November 7, 2017
The regularly scheduled meeting of the Animal Control Board for Charles County, Maryland, was convened by the Chairman at 6:00 p.m. in the County Commissioners Meeting Room, Charles County Government Building, with the following Board members in attendance.

A quorum was declared based upon the presence of a majority of the appointed Board Members;
APPROVAL OF MINUTES
The minutes of the Animal Matters Hearing Board for November 7, 2017 were approved and adopted.
Citation No. 6730 – issued to Guy Latimer for the alleged violation of Section 230.12 of the Charles County Animal Regulations for his cattle being at large. Mr. Latimer failed to appear for the hearing. Testimony was heard from Officer Kevin Earle. Mr. Latimer and his caretaker arrived on the scene where Officer Earle issued the citation. A motion was made by the Chairman to go into closed session for legal advice at 6:35 p.m. and the Board was back in open session at 6.40 p.m.
A motion was made to find Mr. Latimer in violation of Section 230.11.A of the Charles County Animal Regulations with a fine of $300.00, due by December 5, 2017 and that this case be referred to the State’s Attorney’s Office for failure to appear. The vote to support the motion passed.
Citation No. 6624– issued to Milton Parker for the alleged violation of Section 10.A, Section 230.9.A and Section 230.12.5 of the Charles County Animal Regulations for his dog “Tiger”. Mr. Parker was present at the hearing. Testimony was heard from Officer Jeff Gustafson, Officer Alison Budd and Officer Jeffrey Thomas. All three officers testified that the dog “Tiger” was extremely aggressive towards them. Two Deputies from Charles County Sheriff’s Office also responded to the call and were able to locate a phone number for Mr. Parker, who responded to his home and was able to calm his dog down. Mr. Parker advised the Board he has a kennel for his dog and he would keep him inside the house until the kennel is up.
A motion was made to find Mr. Parker in violation of Section 230.10.A and Section 230.9.A with a fine of $165.00 which Mr. Parker satisfied at the end of the hearing. Mr. Parker was not found in violation of Section 230.12.5. The vote to support the motion passed.
File No. 17-11 – The case of Ashley Johnson against Terrance Johnson was called. Christine McGraw appeared at the hearing and took ownership of the two dogs named in the complaint, “Ace” and “Chloe”. Testimony was heard from Ashley Johnson and Christine McGraw. Mr. Johnson testified that the two dogs bark constantly at all times of day and night.
A motion was made to find Ms. McGraw in violation of Section 126.96.36.199 of the Charles County Animal Regulations with a fine of $100.00 and that she abate the nuisance of her dogs barking constantly, effective immediately. Ms. McGraw satisfied the fine of $100.00 at the end of the hearing. The vote to support the motion passed.
File No. 17-07 – The case of Michael Peters., Jr. against Ashley Brown was called. Mr. Peters, (complainant) was not present at the hearing and did not request a continuance. Mr. Lawrence Brown (owner) was present at the hearing.
The case was dismissed since the complainant failed to appear.
There being no further business, the Chairman adjourned the hearing at 7:30 p.m.
