  • Senior Procurement Specialist

    Job Description: Perform specialized procurement work for the County. Develop and prepare intermediate to complex formal Invitations to Bid (ITB) and Requests for Proposals (RFP) for capital projects, to include solicitation, instructions, specifications, scope of services, special conditions, general conditions, proposal forms, evaluation procedures, and criteria. Serve as technical resource to staff regarding procurement. Interact with key staff to develop specifications and scope of services for use in ITB's and RFP's; communicate with vendors, contractors, and consulting firms regarding commodities and services required by the County, or to invite bids/proposals and clarify details of procurement process requirements. The successful candidate will have knowledge of the concepts, methods, and procedures of purchasing goods and services in accordance with County procurement regulations; and effective methods and techniques of procuring large dollar cost and complex procurement. Must have the ability to: execute large dollar cost and complex procurement; locate sources of supply and obtain and evaluate vendor quotes; apply and explain formal procurement rules and procedures to the purchase of goods and services; advise end users regarding products, sources of supply, and procurement procedures; and communicate effectively orally and in writing. This position requires a Bachelor's degree in business administration or a related field and minimum 2 years of technical governmental purchasing experience in high dollar/complex procurement.
