Charles County Government Department of Planning and Growth Management (PGM) is seeking a qualified professional to perform project management related duties within the Capital Services Division. The successful candidate will be selected as an Engineer II, III, or IV based on their experience and qualifications. The Capital Services Division?s primary function is to provide oversight and project management responsibilities for County Capital Improvement Program (CIP) projects assigned to the PGM Department. Projects are managed from their inception, through design and implementation, to completion and project close-out. ENGINEER II Detail-oriented professional to perform oversight of design and construction projects. Manage design and construction contracts for projects in an assigned functional area of grading, storm drainage, storm water management, roads, facilities, solid waste, water, and wastewater. Duties and qualifications include: perform investigative work and desk top analyses as necessary to evaluate and resolve project issues and make recommendations to supervisors based on conclusions of analyses; review studies and reports for consistency with project scope. Coordinate with various County departments to develop Requests for Proposals (RFP) and Invitations for Bids (IFB); must have a working knowledge of the principles, concepts, and techniques of engineering, construction, and project management and a familiarity with regulatory manuals such as the American Water Works Association (AWWA), American Association of State Highway and Traffic Officials (AASHTO), Manual on Uniform Traffic Control Devices (MUTCD), Maryland State Highway Administration (MSHA) Book of Standards, and MSHA Standard Specifications for Construction and Materials Ability to make technically sound decisions and possession of good engineering judgment. Requires a Bachelor?s degree in civil engineering or related field; 3 years progressively responsible experience in project management and engineering; and a valid driver's license. Designation as an Engineering-In-Training (EIT) or Professional Engineer (PE) by the State of Maryland preferred. Hiring Salary Range: $59,528 - $77,597, DOQ
ENGINEER III Detail-oriented professional to provide independent oversight of design and construction projects. Conduct specialized engineering work in an assigned functional area of grading, storm drainage, storm water management, roads, facilities, water, or wastewater engineering. May supervise engineering staff, assign and review work, and monitor work performance. Research and investigate engineering and construction related issues to resolve project issues and make recommendations to supervisors based on conclusions of analyses. Perform and oversee development of studies and reports for consistency with project scope. Coordinate with various County departments to develop Requests for Proposals (RFP) and Invitations for Bids (IFB). Ability to understand and convey regulatory requirements of the American Water Works Association (AWWA), American Association of State Highway and Traffic Officials (AASHTO), Manual on Uniform Traffic Control Devices (MUTCD), Maryland State Highway Administration (MSHA) Book of Standards, and MSHA Standard Specifications for Construction and Materials. Independently perform technically sound engineering and related studies and formulate appropriate recommendations. This position requires a Bachelor's degree in civil engineering or related field; 5 years progressively responsible engineering experience; and a valid driver?s license. Designation as a Professional Engineer (PE) by the State of Maryland strongly preferred. Hiring Salary Range: $64,343 - $83,855, DOQ.
Engineer IV Perform supervisory level engineering work. Review design plans and specifications for capital projects (water, sewer, solid waste); coordinate permitting;; and perform project management duties. Develop, review, and approve scope of services for RFP's, manage engineering and construction contracts; administer water, sewer, and solid waste capital projects from inception to completion. Requires bachelor?s degree in Civil Engineering and master?s degree in a related field (may substitute 4 years of experience); and 5 years of progressively responsible engineering experience. Requires registration as a Maryland Professional Engineer (P.E.) or 8 years additional progressively responsible engineering experience and a valid driver?s license. Hiring Salary Range: $69,554 - 90,630, DOQ.Closing date: February 13, 2015.
