    Charles County Government, located in Southern Maryland, is seeking a seasoned executive to lead the Department of Human Resources. Charles County Government employs over 600 full time employees, including a human resources staff of eight. The County is seeking a dynamic, compassionate, decisive, proven leader to serve County employees as the Director of Human Resources (HR). Charles County Government is committed to employing a highly qualified, diverse, motivated workforce.

    The Director of HR directs and coordinates HR programs including employment, classification and pay, benefits administration, employee relations, and training; interprets and explains HR policies and procedures, benefits, and programs to staff, senior management, and the Board of County Commissioners; and serves as point of contact for Department Heads, County Commissioners, County Administrator, and the County Attorney on HR-related issues. The Director will serve as County EEOC Coordinator; and achieve the goals and objectives set forth by the County Commissioners. This is a working manager position, completing a wide variety of projects, serving on two pension plan committees and an OPEB committee, and facilitating work groups. The Director manages personnel and resources to accomplish goals and objectives while successfully developing and motivating employees. This includes preparing and monitoring the department budget; providing constructive feedback to staff; working with confidential and sensitive information; and assisting both internal and external customers. Work includes ensuring compliance with Federal, State, and local human resources laws, rules, regulations, and guidelines, as well as providing technical assistance and guidance to County departments on HR issues.

    The successful candidate will have strong knowledge of: the principles, practices, and concepts of HR management; all Federal and State HR laws; administrative practices and procedures as applied to the operations of an HR department; and management principles and practices as applied to budgeting, personnel, purchasing, and related operations. The Director of HR will have the ability to: plan, organize, and direct HR functions of Charles County Government; provide appropriate HR advice to the Board of County Commissioners, the County Administrator, and County staff; establish and maintain effective, constructive working relationships with others; and maintain a professional, respectful workforce. Must have excellent interpersonal skills, the ability to work with diverse groups of people, and superb organization and time management skills. The Director must maintain a positive, respectful attitude and will act as a positive role model within and outside the County. This position requires a Bachelor?s degree in human resource management or related field and 10 years of progressively responsible experience in HR that included work as a supervisor in two or more areas of HR administration. SPHR strongly preferred.

    This is an appointed position, reporting to the County Administrator, and serving at the pleasure of the Board of County Commissioners. Starting salary range: $95,054 to $152,507.     Detail-oriented professional needed to perform supervisory civil engineering and related work. Must have the ability to: supervise employees, including training and evaluating staff; perform technically sound engineering and related studies and formulate appropriate recommendations; interpret and apply applicable ordinances, rules, regulations, standard specifications, and details to varied engineering situations; maintain records and prepare related reports and correspondence; communicate effectively orally and in writing, including public presentations. Requires a Bachelor's degree in civil engineering; 5 years progressively responsible engineering experience; and a valid driver's license. Professional Engineer license strongly preferred.
