    Job Description: Charles County Government, located in Southern Maryland (population: approximately 154,500) seeks a County Administrator. The County is governed by the Board of County Commissioners of Charles County. The Board consists of five Commissioners who are elected to concurrent four year terms.

    The County Administrator is appointed by the Board of County Commissioners and is responsible for daily planning, directing and reviewing of all operations within County Government; providing overall supervision of department actions, personnel matters, budgetary and fiscal procedures and routine administrative actions in accordance with Commissioner policies and procedures. The annual County budget is $546 million, there are currently over 670 full-time positions.

    Applicant must have an advanced degree in Business, Public Administration, government, law, or management; 10 years' of relevant experience. Exceptionally qualified applicants will have 15-20 years' experience managing a county, large municipality or directly related experience in the public or private sectors. ICMA-CM designation or other public management credentials are a strong plus.

    Qualified applicants will have the following skills and abilities: Experience with planning, building and growth related issues; environmental laws, preservation and enhancement; historic preservation. Knowledge of and experience with government IT systems, including procurement and implementation. Demonstrated experience with all aspects of budgeting including capital budgets, and the ability to communicate effectively about budgets; working with capital markets and bonds for capital projects. Experience in inter-governmental relations. Experience working in a community when budgeting for a school system is highly desirable.

    The starting annual salary range for the position is $165,000 to $180,000. Additional salary consideration may be given to an exceptionally qualified candidate. Residency within Charles County is encouraged and preferred within a reasonable period of time.

    Job Description: Charles County Government (population approximately 154,500), located in Southern Maryland seeks applicants for County Attorney. Charles County is one of the fastest growing counties in the Washington Metropolitan Area, with a booming business and technology sector. The County has an annual budget of over $546 million with a County Government workforce of approximately 670 full time employees.
    The Office of the County Attorney serves as the primary in-house legal counsel to the County Commissioners and County Government. The County Attorney directs the day-to-day operations of the Office of the County Attorney, managing and ensuring an efficient and effective workflow in support of the County Commissioners, the County Administrator, and the Departments of County Government. The County Attorney supervises the Deputy County Attorney and Associate County Attorneys in conducting research and providing legal advice to County government.
    This is an excellent opportunity for an experienced attorney with significant local government experience, particularly in the areas of land use, economic development, tax collection, real estate, contracts, bonds, zoning & building code enforcement and human resources. Well qualified candidates will have an excellent understanding of Maryland law and legislative processes. The ideal candidate will have at least ten years of demonstrated experience successfully providing legal counsel to Maryland counties in support of elected and appointed officials, in addition to strong litigation experience.
    The successful candidate must be a dynamic individual with proven leadership and management skills who is able to coordinate numerous priorities while effectively supporting the legal needs of County government. Minimum qualifications include admission to practice law in all Maryland Courts and the U.S. District Court for the District of Maryland. Additional qualifications include excellent writing skills and the ability to communicate effectively with the Board of County Commissioners, appointed officials, boards & committees, and employees. Must have comprehensive knowledge of administrative law, local government law, contract law, employment law and real property. Must have proven experience providing briefings and legal guidance to Boards of Commissioners or similar governing officials at the local level. Starting Salary: $150,000 to 175,000, depending on qualifications and experience. This is a contract position, serving at the pleasure of the Board of County Commissioners as outlined in the Terms of Appointment agreement. Charles County residency will be required. Charles County Government has several budgets totaling over $500 million, with an annual general fund budget of over $350 million and a workforce of over 670 full time employees. The Director of Economic Development provides economic development strategies, tactical elements, work plans, and services on behalf of Charles County to retain and expand the County?s primary employment and investment base. The Director will focus on existing business retention, new business recruitment and location packaging, and community development, including infrastructure projects, waterfront developments, and enhanced permitting processing. The Director will meet and coordinate with State and regional leadership and organizations on their related programs and efforts; collaborate internally across department lines on regulatory, land use, utility, and development matters; and advise the Board of County Commissioners on recommended economic development programs, projects, and their impacts. The Director will assume a vital role in advancing long-term revitalization, transit, and other major economic development-related Commissioner priorities and meet with corporate and business clients on location, relocation, expansion, or recapture. Oversee office budget and financial funds; analyze economic development-related grant requests from outside organizations and make recommendations.

    This position requires knowledge of: the economic potential of Charles County and of the County's development goals and standards; funding sources and their interests and limitations, and of real property resources and values; location and other requirements of business firms operating in the County as well as of possible expansion needs; and media and other avenues of approach to business firms that may be potential candidates for introduction into or expansion within the County. The successful candidate will be conversant with land use planning, zoning, development, and regulatory principles and processes. The County is looking for a candidate with the ability to: evaluate location and other business needs of firms; expedite governmental processes and funding source consideration in support of new or expanded business ventures; represent the County effectively, both orally and in writing; establish and maintain effective working relationships with entrepreneurs, financing sources, County, State and other public agencies; and to effectively brand and market Charles County to a regional, national, and international audience. This position requires a Master's degree and seven years of experience with an emphasis in a related area (Business Administration, Public Administration, Marketing, Urban Planning, Economic Development, or Real Estate); or Bachelor's degree in same emphasis areas with ten years of appropriate work experience. This position requires experience with business, planning, real estate, government economic development, or a related field; considerable experience in industrial or commercial real estate site acquisition and development or in business and industrial financing, zoning, commercial real estate and business marketing. A valid driver's license is required. While the work is primarily in an office environment, some travel is required.

    Job Description: The Department of Public Works is seeking an organized, motivated professional to manage projects such as replacement of wells and rehabilitation of sewer pump stations; assist in Wastewater Process control; and complete State-mandated paperwork, including gathering data and completing permits. The incumbent in this position will also track work orders through a computerized maintenance system and serve as a back-up supervisor for the 3 regional Superintendents during any one of their absence. This position will work closely with the Chief of Operations & Maintenance and the other Superintendents to ensure smooth work flow and process. Must have knowledge of: the methods used in the chemical and bacteriological analysis of environmental processes; math, chemistry, and biology as applied in the environmental field; methods and procedures of wastewater plant and pump station operation, water treatment and distribution systems, stormwater treatment systems, water reuse systems, and other environmental treatment processes; regulatory requirements applicable to the operation of a variety of environmental processes; administrative processes including budgeting, facilities management, and purchasing; effective techniques of supervision. Must have the ability to direct the operation of environmental facilities; monitor operations and take appropriate actions to ensure that operations meet requirements; train and supervise employees; and maintain records. Requires a high school diploma or GED; 1-2 years college-level environmental training; 8 years progressively responsible experience in environmental systems operations, 4 of which include administrative and supervisory experience; Wastewater Treatment Class 5A and eligible for Wastewater Treatment Class 5A Superintendent license; Water Treatment Class 2(5) and eligible for Water Treatment Class 2 Superintendent license; and valid driver's license. Receive and process emergency 911 calls and use the computer aided dispatch system to dispatch appropriate public safety resources quickly and efficiently; provide emergency medical dispatch instructions when necessary; receive and process non-emergency calls for a variety of public safety agencies/services. Position requires multi-tasking ability, basic computer skills, basic typing skills, effective verbal and written communication skills, ability to analyze and organize unrelated facts, and ability to remain calm in emergency situations.
