    Job Description: Charles County Government, located in Southern Maryland, is seeking a seasoned executive to lead the Department of Human Resources. Charles County Government employs over 600 full time employees, including a human resources staff of eight. The County is seeking a dynamic, compassionate, decisive, proven leader to serve County employees as the Director of Human Resources (HR). Charles County Government is committed to employing a highly qualified, diverse, motivated workforce.

    The Director of HR directs and coordinates HR programs including employment, classification and pay, benefits administration, employee relations, and training; interprets and explains HR policies and procedures, benefits, and programs to staff, senior management, and the Board of County Commissioners; and serves as point of contact for Department Heads, County Commissioners, County Administrator, and the County Attorney on HR-related issues. The Director will serve as County EEOC Coordinator; and achieve the goals and objectives set forth by the County Commissioners. This is a working manager position, completing a wide variety of projects, serving on two pension plan committees and an OPEB committee, and facilitating work groups. The Director manages personnel and resources to accomplish goals and objectives while successfully developing and motivating employees. This includes preparing and monitoring the department budget; providing constructive feedback to staff; working with confidential and sensitive information; and assisting both internal and external customers. Work includes ensuring compliance with Federal, State, and local human resources laws, rules, regulations, and guidelines, as well as providing technical assistance and guidance to County departments on HR issues.

    The successful candidate will have strong knowledge of: the principles, practices, and concepts of HR management; all Federal and State HR laws; administrative practices and procedures as applied to the operations of an HR department; and management principles and practices as applied to budgeting, personnel, purchasing, and related operations. The Director of HR will have the ability to: plan, organize, and direct HR functions of Charles County Government; provide appropriate HR advice to the Board of County Commissioners, the County Administrator, and County staff; establish and maintain effective, constructive working relationships with others; and maintain a professional, respectful workforce. Must have excellent interpersonal skills, the ability to work with diverse groups of people, and superb organization and time management skills. The Director must maintain a positive, respectful attitude and will act as a positive role model within and outside the County. This position requires a Bachelor's degree in human resource management or related field and 10 years of progressively responsible experience in HR that included work as a supervisor in two or more areas of HR administration. SPHR strongly preferred.

    This is an appointed position, reporting to the County Administrator, and serving at the pleasure of the Board of County Commissioners. Starting salary range: $95,054 to $152,507.     Job Description: Charles County Government is seeking a senior-level professional to direct the County's Budget Division. Coordinate the annual operating and capital budget process; conduct short and long range modeling; edit and publish the annual capital budget books; and prepare monthly budget reports for senior management. The Chief of Budget coordinates, compiles, and reviews all departmental and agency budget requests and makes funding recommendations to senior level management and the Board of County Commissioners. Supervise a professional/technical staff; prepare five year budget operating plans for major programs; analyze and recommend various tax and user fee rates; monitor budgets throughout the year for compliance with intended functions and fiscal limits. The successful candidate will have knowledge of the concepts and practices of budgeting as applied to the requirements of the County; effective techniques of modeling of revenue and expense forecasts; and effective techniques of supervision.     Job Description: The Associate County Attorney will serve as an attorney within the Charles County Attorney's Office. The attorney will research and provide both written and verbal legal advice to elected officials, County officers, employees, public boards and commissions. Providing counsel to public boards and commissions may include evening meetings at least twice a month. In addition to general legal research, the attorney will be expected to draft legislation, regulations, and ordinances; give public presentations; and represent the County in both District and Circuit Court in actions brought by or against the County or its officials. Monitor trainee performance, provide feedback, and maintain training records for participants. Design, implement, and manage a quality assurance program; perform quality assurance reviews of 911 and CAD documents and 911 requests for service; identify and promote standardized methods of effective 911/Public Safety Communications service delivery. The successful candidate will have knowledge of: performing the essential duties of a 911 Center Call Taker/Public Safety Dispatcher; laws, regulations, and best practices of the position; Charles County geography; radio communications systems; instructional methods to deliver presentations; and PC operations. This position requires: Associate's degree in Fire, EMS, Public, or Business Administration or equivalent (additional years of administrative experience may be substituted for education); 4 years 911/Public Safety Communications experience, including 3 years experience in the design, delivery, and evaluation of educational and credentialing or training programs. Candidates must possess the following at the time of hire: Public Safety Communications or 911 Instructor certification; ETC, EMD, EPD, and EFD certifications. Must obtain within the first year: ETC-I and ED-Q-Fire/Medical/Police. Finalists will take a typing test to confirm typing speed of at least 35 wpm. Communications staff work rotating shifts. This position works rotating shifts as needed, including nights, weekends, and holidays. The selected candidate must pass a job-related background investigation, including a drug screening.
