mom dad babyThe Charles County Advocacy Council for Children, Youth, and Families (CCACCYF) (Local Management Board) is responsible for developing a comprehensive array of human services for all children, youth, and families in Charles County as well as monitoring and evaluating contracts for services, outcomes, and results provided by the County and private human services.

With the exception of advocacy and information, the CCACCYF does not provide human services directly but contracts with public and private agencies to provide a variety of services for which the CCACCYF has received funding. Funding for programs offered through the CCACCYF originate from the Governor's Office for Children, the Maryland State Department of Education, and the Department of Juvenile Services.

The overall mission is to improve the quality of life for Charles County children, youth, and families by ensuring that human service programs are plentiful, accessible, and excellent. Working with citizens, government, public and private human service agencies, the Local Management Board strives to make Charles County a better place by aligning our focus with the Maryland's Results for Child Well-Being. 

The CCACCYF focus areas include:

The CCACCYF will then:
  • Identify the community’s needs and strengths
  • Promote the use of "Best Practices" by local human service providers
  • Maximize existing resources through collaboration and systems reform
  • Seek new programs aimed at filling gaps in service
  • Acquire funding to implement those programs
  • Monitors and evaluate programs to ensure they achieve results

Along the way, the CCACCYF will facilitate collaborative problem-solving and engage in community-wide strategic planning.  Underlying these activities is a commitment to family-focused services that prioritize prevention and early intervention.

Charles County Local Care Team

The Local Care Team is a team of professionals from child serving agencies in Charles County that gather together at one table to identify needs, make connections, advise and assist families with children who have intensive emotional and behavioral needs.

The members of Charles Counties team include:

Under Maryland Code (Human Services Article 8-407), a local care team shall:

1. Be a forum for:

a. Families of children with intensive needs to receive assistance with the identification of individual needs and the potential resources to meet those identified needs; and
b. Interagency discussions and problem solving for individual child and family needs and systemic needs;

2. Refer children and Families to:

a. Care management entities when appropriate; and,
b. Available local and community resources;

3. Provide training and technical assistance to local agency and community partners;

4. Identify and share resource development needs and communicate with the care management entity, local behavioral health authority, provider networks, and other local care teams in surrounding jurisdictions

The LCT meetings are scheduled for the 1st Wednesday of every month but emergency meetings can be held on a case by case basis.

Parents  If you have a child struggling with emotional and behavioral needs that are putting him/her or the family at risk and you don’t know where to turn, call or email Jennifer Meadows, Local Care Team Coordinator at 301-934-6769 or meadowsj@charlescountymd.gov.  CCACCYF staff will talk with you about your concerns to determine if your situation would benefit from being heard at the LCT.
