July 24 Commissioners Meeting Update
At the meeting on Tuesday, July 24, the Board of Commissioners voted to introduce legislation to enact a 2% per year increase to the salaries of the Board of Commissioners, as recommended by the Charles County Compensation Commission. The Commissioners also approved by resolution nominal increases for four appointed boards, including the Board of Appeals, Board of Electrical Examiners, Board of License Commissioners, and the Planning Commission. Open Session Briefings
- County Administrator Michael D. Mallinoff, Esq., ICMA-CM presented an update on the County Government’s progress during the month of June. He highlighted recent awards and recognitions, reviewed major accomplishments, promoted the planned launch of the county’s new podcast, and discussed the completion of a capital project to renovate Bel Alton High School as a multi-service center.
- Department of Planning and Growth Management staff provided a briefing to Commissioners on the history and process for making a determination regarding the county’s stormwater remediation fee. The purpose of the fee is to fund the county’s stormwater management permit. Staff reviewed a fee analysis, compared it with other local jurisdictions, discussed the current funding structure, and highlighted its benefits to the county.
Commissioners approved the Bryans Village Zoning Map Amendment #48-40. This map amendment would permit a mix of both single-family detached units and townhomes. Commissioners followed up on applicant concerns raised by residents following the public hearing before taking this final action to approve it.
Commissioners also approved the dissolution of the Substance Abuse Advisory Council, originally established in 1989. In 2004, the state of Maryland mandated that each county establish a Drug and Alcohol Abuse Council, which shared similar goals and objectives. The Drug and Alcohol Abuse Council is a robust, proactive group that is currently addressing these issues in Charles County, while the Substance Abuse Advisory Council no longer meets or holds responsibility for this work.
Commissioners approved the following transfer requests:
- $44,280 budget transfer from Economic Development Department’s strategic planning initiative to pay for a six-month extension of two part-time business retention and expansion consultants.
- $53,600 contingency transfer from sewer contingency connection fee bonds to the pump station phase 3B construction line item to pay the remaining balance of the construction contract.
- $27,520 contingency transfer to help fund the cost of Health Partners’ relocation of dental equipment from Bel Alton to the new dental clinic in Nanjemoy.
- $1,300,000 from roads and general government bond funds to fund the construction cost of an upgrade to the Waldorf Senior and Recreational Center. Review the memorandum for additional information about this project.
A public hearing was held to receive public comments on the Length of Service Award Program (Legislation Bill #2018-02) and the Amendment to 2016 Comprehensive Plan to Include Mineral Resource Element Chapter.
