Oct. 30 Commissioners Meeting Update

On Tuesday, Oct. 30, the Board of Commissioners held a partnership dedication event recognizing a lease agreement between Charles County and the Maryland Department of Natural Resources to maintain a 49-acre area of Chapel Point State Park. The county plans to make improvements to hiking and bik­ing trails, enhance beach access, expand parking, and develop a boat and kayak launch. The county will also integrate recreational opportunities with tourism, by expanding the heritage trail with interpretive exhibits, promoting passive and outdoor adventure recreational activities, and linking them to Historic Port Tobacco Village and Port Tobacco River Park. Approval Items

  • Commissioners approved a $100,000 scholarship fund for students enrolled in a retail, hospitality, and culinary training program that is being considered by the College of Southern Maryland. The program would be located in the Bryans Road shopping center in the space formerly occupied by Safeway. S2 Capital Partners, one of the shopping center’s owners, briefed Commissioners on their effort to collaborate on plans to launch the training program and proposed options for other on-site development activities, including affordable housing and additional retail.
  • Commissioners approved a Deed of Conservation Easement for approximately 207.957 acres of county property, to the Conservancy for Charles County, Inc., a Maryland not-for-profit corporation. Commissioners approved the deed after making several amendments to it over the past few weeks. The property consists of seven contiguous parcels, located on the northwest side of Livingston Road adjacent to Chapmans State Forest. The property is also adjacent to Matthew Henson Middle School and J.C. Parks Elementary School to the east. It includes non-tidal wetlands within Mattawoman Creek, endangered and threatened species, and a bird habitat.
  • Commissioners awarded the county’s $60 million bond to Wells Fargo Bank, National Association, the winning bidder for the bond sale. The bond will be used to pay for capital assets approved in the fiscal 2019 budget.
  • Commissioners approved a request for a public hearing on Docket #90 and associated amendments to the Master Plan for Villages of Wooded Glen and Piney Reach in the St. Charles Planned Unit Development. It would reduce the number of permitted housing units and clarify the school allocation policy. The public hearing is scheduled on Wednesday, Nov. 14. More details are available on BoardDocs.
  • Commissioners approved modifications to Table F.12 of the Charles County Road Ordinance, which determines the location of access points along Western Parkway. As the design of Western Parkway Phase 3 (Pierce Road to U.S. Route 301) nears completion, it is necessary to amend the access plan to be consistent with the design.  This modification was necessary to update the access points with the final road design. Using the standards in the Road Ordinance, the spacing of access points was designated to accommodate ingress and egress to the new roadway.
  • Commissioner appointed Angela Renee Clark as a citizen member to the Internal Audit Oversight Committee.

Open Session Briefings

  • Commissioner Amanda M. Stewart, M.Ed. (District 3) proposed the establishment of a new Commission on Future Leaders. It would be composed of 19 individuals who represent students and young adults who foster greater awareness of their concerns and identify programs and services that are needed. A resolution to formally establish the Commission will be proposed at the next Commissioner meeting on Wednesday, Nov. 14.
  • Fiscal staff provided an update on first quarter of the fiscal 2019 General Fund budget, including details on revenues, expenditures, and a year-end estimate of the fund balance. For the full report, go to BoardDocs.
  • Commissioners received a briefing on the funding request for replacement of an electronic sign and billboard at the Blue Crabs Stadium. The electronic marquee was estimated to cost $38,587.37 and the scoreboard was estimated to cost $259,160. Commissioners asked for additional quotes to be obtained and for staff to return with an update on Wednesday, Nov. 14.

Public Hearing

A public hearing was held to receive comments on the VanGO operations and maintenance facility. Following the public hearing, Commissioners voted to hold the public record open until Tuesday, Nov. 20 to receive any additional comments.


  • Commissioners issued a proclamation for Veterans Day on Sunday, Nov. 11. To acknowledge the contributions of veterans, Commissioners invited also employees who served in the military to be recognized. View photos in Flickr.
  • Commissioners proclaimed November as Hospice and Palliative Care Month. Hospice and palliative care programs provide pain management, symptom control, psychosocial support and spiritual care to patients and their families when a cure is not possible. Hospice of Charles County accepted the proclamation and encouraged the community to drop in or visit to learn more about how to provide support. View photos in Flickr.
  • Commissioners recognized Aquatics staff in the Department of Recreation, Parks and Tourism, who received a Certificate of Appreciation from the American Red Cross. Aquatics staff trained and certified more than 200 people through lifeguarding classes that teach lifesaving skills. View photos in Flickr.
  • Commissioners honored staff who were selected as Employees of the Quarter. They also recognized county employees who achieved milestones in Years of Service and welcomed new employees to County Government.

Next Commissioners Meeting: Wednesday, Nov. 14, beginning at 1 p.m. The location of this meeting is being moved to the Government Building Conference Room. Prior to open session, a site dedication for the new animal shelter will be held at its future location on Piney Church Road, at 11 a.m.
