PUBLIC NOTICE

Notice is hereby given that the Charles County Commissioners will hold a Public Hearing on a proposed revision to the previously approved Scotland Heights Planned Residential Development (PRD) known as Planned Development Zone Amendment (PDZA) #01-10, on October 17, 2017 at 6:00 p.m. in the County Commissioner’s Meeting Room located in the County Government Building, 200 Baltimore Street, La Plata, Maryland.

Scotland Heights, Planned Residential Development (PRD)

The properties subject to PDZA #01-10 are known as Parcels 221 and 369 found on Tax Map 7, in Grid 3, comprising 108.72 acres in the 6th Election District.  The subject properties are located off of the North side of Berry Road / Maryland Route 228, across from Bunker Hill Road.  Planned Development Zone Amendment (PDZA) #01-10 was originally approved by the Charles County Commissioners on March 17, 2003 to rezone Parcels 221 and 369 from Residential Medium Density - RM to Planned Residential Development – PRD for the purpose of constructing a residential development consisting of a mix of townhouse and single-family detached dwelling units.  The applicant, Palisades Development at Scotland Heights, LLC, has requested revisions to the rezoning approval and accompanying Master Plan to the approved mix of dwelling units from 200 single-family detached units and 250 townhouse units (a total of 450 units) to 172 single-family detached units and 277 townhouse units (a total of 449 units), and, the replacement of a portion of an 8-foot wide hiker-biker facility, previously proposed through the development from the Berry Road frontage, with 5-foot and 4-foot sidewalk. 

Citizens wishing to make verbal or written comments are encouraged to attend the hearing. Those individuals or representatives of groups wishing to speak must sign in. Speaker sign-up will begin 30 minutes (½ hour) prior to the hearing and will end at the commencement of the hearing.  Each speaker will be allotted three (3) minutes to speak.  Written comments may be submitted in lieu of oral testimony, or to expand upon oral testimony, to Danielle Mitchell, Clerk to the County Commissioners, at publicrecord@charlescountymd.gov, or to P.O. 2150, La Plata, Maryland 20646. Written comments will be accepted until the Commissioners close the public record. The County Commissioners reserve the right to extend the time frame allotted for the public hearing.
