Meeting Minutes for the Commission on Individuals with Disabilities

In Attendance:  Sandra Dent, Emily Ferren, Joane Gulvas, Jim Howard, Robin Lincoln and Tony Silva

Excused:  Amy Blandford, Jeff Barnett, Linda Clem, and Bonnie Hampton

Guests:  Tracia Price and Denise Thomas

Meeting Called to Order:  The meeting was called to order at 3:13 by Chair, Tony Silva.  The attendance roster was checked for today’s meeting.  Tracia Price and Denise Thomas joined the meeting today as guest speakers.

Minutes Approved:  The minutes for the February 19th, 2014 meeting were reviewed and Tony moved that they be approved. Sandra seconded.  The February minutes were approved.

 

Old Business: 

Joane Gulvas reported that Denise Ferguson, the clerk to the County Commissioners will be leaving her position.  Carol DeSoto will be handling some of the clerk duties. 

 

New Business: 

2014 Annual Report:  Chair, Tony Silva, presented the Annual Report for review.

Elections: 

The following people were nominated as officers for FY2015:

Chair:  Emily Ferren

Vice Chair:  Tony Silva

Secretary:  Robin Lincoln

The members will vote at the next meeting.

Guest Speakers: 

Denise Thomas, Executive Director and Tracia Price, Southern Maryland representative, for the Maryland Statewide Independent Living Council (MSILC) were the Commission’s guest speakers.

The MSILC is a Governor appointed council authorized out of Section 504 of the American with Disabilities Act.

The primary duties of the MSILC are to jointly, with DORS, develop a 3 year State Plan for Independent Living.  They also monitor, review and evaluate the implementation of that plan for Independent Living.

The MSILC also coordinates activities with the State Rehabilitative Council that address the needs of specific disability populations. 

They have found that a top need for Maryland is housing and that will be their primary focus.

 

The (MSILC) works closely with the Centers for Independent Living (CIL).   There are seven (CIL) in Maryland covering all areas of the state. The four core services of the (CIL) are Advocacy, Information and Referral, Peer Mentoring and Independent Living Skills.

 

The (MSILC) are interested in new members to their Council.  Members must be willing to devote eight hours a month, six times a year in Baltimore.  Members must also serve on one committee.  A term of appointment is three years.  If interested, please e-mail marylandsilc@gmail.com or phone 240-638-0074.
