Charles County Chamber of Commerce by Betsy Burian, for 3 temporary alcohol beverage licenses to sell0-serve BWL from 5:30 to 7:30 p.m., on the following dates/locations for monthly fundraiser mixers with approximately 100 people expected to attend each event. Military Alliance Council (MAC) by Sue Greer, Esquire and Sheila Zattau, for a temporary alcohol beverage license to sell/serve Beer Only, inside the Indian Head Village Green Pavilion on Saturday, August 4, from noon to 5 p.m., for a fundraiser with approximately 230 people expected to attend. Ann Frank appeared on behalf of the Council.
After discussion Ms. Quade made a motion to approve the event, seconded by Mr. Black, unanimously carried.
First United Trade Corporation, Inc., t/a La Plata Business Association by Sara Payne, President, for a temporary alcoholic beverage license to sell/serve Beer only outside on a closed off section of LaGrange Avenue between the entrance of Island Music and Centennial Street, La Plata, Maryland on Saturday, October 6, 2018 from noon to 10 p.m. for their 5th Annual Roctoberfest fundraiser to benefit Charles County Board of Education’s Music Program, with approximately 1,000 people expected to attend throughout the day. Sara Payne appeared on behalf of La Plata Business Association.
After discussion Ms. Warren made a motion to approve the event, seconded by Mr. Black, unanimously carried.
College of Southern Maryland, by Shaunda Holt, for 3 temporary alcoholic beverage licenses to sell/serve BWL on the following dates/locations, each event from 6 p.m. to 9 p.m. with approximately 14 people expected to attend. Shaunda Holt appeared on behalf of College of Southern Maryland.

Leanne Keller and Betsy Burian appeared on behalf of the Chamber of Commerce.
After discussion, Mr. Black made a motion to request the applicants to come back before the Board on August 9, 2018 at 10 a.m. with additional information regarding the venue outlining the specific area of the event and information regarding a Special Event Permit, if needed or not, seconded by Ms. Warren, unanimously carried.
Community Foundation of Southern Maryland, by Kyle Murray and Jeffrey Slagle, for a temporary alcoholic beverage license to sell/serve Beer Only outside at Chaney Enterprises, 12235 Acton Lane, Waldorf, MD on Saturday, October 6, 2018 from 1 p.m. to 4 p.m. for their annual Chaney’s Backyard Bull Roast Fundraiser to benefit the American Cancer Society, with approximately 500 people expected to attend.
No one showed at the meeting for this temporary alcoholic beverage license so it will be rescheduled to August 9, 2018 at 10 a.m.

SHOW CAUSE HEARING:
Show Cause in the Matter of the Class A – Beer, Wine & Liquor (off sale only) Package Goods alcoholic beverage license issued to George Sinclair Moreland, Jr., Christina Lee Moreland, t/a Moreland’s Produce & Market, 14950 Woodville Road, Waldorf, Maryland 20601. The Licensee, Christina Moreland acknowledged receipt of the show cause order and admitted to the violation of providing alcoholic beverage service to an Approved Underage Person on May 24, 2018 at 2:15 p.m. in violation of the Alcoholic Beverage Article § 6-304 of the Annotated Code of Maryland. The alleged server, Briggins Bennett Perry also appeared and also acknowledged receipt of the show cause order and admitted to the violation. Upon consideration of the testimony and evidence presented, and upon a motion duly made by Ms. Quade, seconded by Mr. Black, and unanimously carried, the Board ordered that the alcoholic beverage license one (1) day suspension be held in abeyance for three (3) years from the date of this hearing, contingent upon no further violations and a fine for the establishment in the amount of Five Hundred Dollars ($500.00), and fine for the server, Briggins Bennett Perry, in the amount of Fifty Dollars ($50.00). Ms. Moreland and Mr. Perry paid the fines the day of the hearing and receipts were provided.
Mr. Kevin Atticks, Founder, Grow & Fortify, Executive Director, Maryland Wineries Associations/Brewers Association of Maryland/Maryland Distillers Guild appeared before the Board regarding legislation they wish to propose in the next legislative session for a license that would allow local distilleries to serve cocktails with their products.
Tinder Box – request to add “rain date” to previously approved outside events: August 15th rain date August 22); September 19th (rain date September 26th); and October 17th (rain date October 24th). No one appeared on behalf of Tinder Box for the meeting. The matter will be rescheduled for the August 9th hearing.
David J. Martinez, Esquire, appeared before the Board on behalf of Radha Chetry, Radha Properties, LLC, t/a Nanjemoy County Store & Bar, 197 Liverpool Point Road, Nanjemoy, Maryland 20662, to update the Board on the status of the pending transfer of the Class D-BWL (on/off sale) alcoholic beverage license to Debbie Ann Ruiz, Rhada Properties, LLC. The application for transfer was approved with contingencies and has been pending since the Board’s hearing on September 14, 2017, due to renovations and issuance of a new Use & Occupancy Permit. On May 17, 2018, the Board approved an extension until July 12, 2018.
After discussion, Ms. Quade made a motion to grant another extension for 60 days to obtain a new Use & Occupancy Permit, Mr. Black seconded the motion, unanimously carried. The Board advised Mr. Martinez that at the next hearing he should bring his clients and a letter from PGM if the U&O hasn’t been issued and the reasons why. The matter will be scheduled on September 13, 2018.
2017 Annual Report – The Board reviewed the draft report and approved final version with the corrections as noted by M/CPL Judith Thompson as far as the numbers of compliance checks.
Compliance Report – M/CPL Judith Thompson presented the report. 4 out of 5 passed. Pisgah General Store, Lee’s Market, Golden Star Chinese Restaurant and Joe’s Groceries & Liquors passed.
Approval of Minutes – Mr. Black made a motion to approve the minutes of June 14, 2018, seconded by Ms. Quade, unanimously carried.
