                   CHARLES COUNTY ETHICS COMMISSION     

                        Commissioners Meeting Room

                                   January 3, 2019

     MEMBERS PRESENT:

       Henry Collins, Chairman

       Stephen Fitzgerald, Esquire, Vice Chairman

       Natalie Cotton

       Lisa Elliott                                           

     OTHERS PRESENT:  Frederick Sussman, Esquire, Counsel to the Commission, Melody Weschler, Clerk to the Commission.

     CALL TO ORDER FOR SESSION: 

         The meeting was called to order by Chairman Collins at 5:03 p.m.

      OLD BUSINESS: 

       Minutes:

       A motion was made by Mr. Fitzgerald to approve the December 6, 2018 open meeting minutes with the changes as noted, seconded by Mr. Collins, unanimously carried.

      NEW BUSINESS:

      Ms. Weschler advised the Commission will need to meet to review the Financial Disclosure Forms for 2017 as the forms need to be sent out by January 31, 2019.  The Commission scheduled the next  meeting date for January 16, 2019 at 5 p.m.   Ms. Weschler provided the Commission with a copy of each form and the recently passed laws that needed to be incorporated into the forms. 

      CLOSED SESSION:

     A motion was made by Mr. Fitzgerald to go into closed session, seconded by Ms. Elliott, unanimously carried. The Commission went into closed session at 5:05 p.m. in accordance with General Provisions Article §3-305(b) to discuss: (7) “To consult with counsel to obtain legal advice.”  The matters related legal advice regarding an ethics inquiry and an ethics complaint.

     At 5:28 p.m. a motion was made by Mr. Fitzgerald to go back into open session, seconded by Mr. Collins, unanimously carried. 

      ADJOURNMENT:

      With no further business Mr. Fitzgerald made motion to adjourn the meeting at 5:30 p.m., seconded by Mr. Collins, seconded by Mr. Fitzgerald, unanimously carried.
