              CHARLES COUNTY ETHICS COMMISSION

MEMBERS PRESENT:

Rev. Robert Charles Buehler, Chairman

Stephen Fitzgerald, Esquire

Henry Collins, Jr.

William Purnell                                                          

OTHERS PRESENT:  Rhonda Weaver, County Attorney, Counsel to the Commission, Melody Weschler, Clerk to the Commission.

CALL TO ORDER FOR SESSION:

The meeting was called to order by Chairman Buehler at 5:06 p.m.

OLD BUSINESS: 

Minutes: 

A motion was made by Mr. Fitzgerald to approve the July 6, 2016 open meeting minutes, seconded by Mr. Collins, unanimously carried.

A motion was made by Mr. Purnell to go into closed session to discuss the closed meeting minutes of December 9, 2015, seconded by Mr. Collins, unanimously carried. The Commission went into closed session at 5:05 p.m. in accordance with General Provisions Article §3-305(b) to discuss (1)  The appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals.

At 5:12 p.m. a motion was made by Mr. Purnell to go back into open session for approval of the open meeting minutes of December 9, 2015, seconded by Mr. Collins, unanimously carried. 

Advisory Opinion 2016-001: 

Mrs. Weaver prepared a draft Advisory Opinion for the Commission to review.  The members of the Commission reviewed the draft, stating it was consistent with the discussion at the last meeting and signed the Advisory Opinion (attached hereto).

A motion was made by Mr. Purnell to go into closed session for legal advice, seconded by Mr. Fitzgerald, unanimously carried. The Commission went into closed session at 6:17 p.m. in accordance with General Provisions Article §3-305(b) to discuss (1) the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals.  

NEW BUSINESS: 

The Commission reviewed all Financial Disclosure Forms that were submitted for the calendar year 2015.  A letter will be sent to all individuals who did not submit the form giving them one last chance to submit it.  After an appropriate period of time allowing time for submission, a listing of all non-compliant individuals will be sent to the Commissioners for guidance on how to proceed.
