Ethics Commission for Charles County, Maryland
The Ethics Commission for Charles County, Maryland, convened on July 31, 2012, at 7:00 P.M., in the County Commissioners’ Conference Room, Charles County Government Building, La Plata, Maryland, for a special meeting. The following members of the Board were present: Rev. Robert Charles Buehler, Acting Chairman, Mary (Cathy) Haynes Warfield, Helen Heier and alternate member Dr. Charles Williams. Also in attendance was County Attorney Barbara Holtz and Gina Markovich, Paralegal, as clerk.
County Attorney Barbara Holtz reported to the Commission that the County Commissioners voted determined not to give the Commission subpoena powers. The bill failed to get a second on a vote to send it to public hearing.
Upon a motion duly made, seconded and unanimously carried, the Commission went into closed session at 7:05 p.m. in accordance with State Government Article §10-508(a)(1) to discuss (i) The appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom it has jurisdiction; or (ii) Any other personnel matter that affects one or more specific individuals. The Commission discussed 2 pending requests for advisory opinion.
The meeting re-opened at 7:35 P.M. The Board discussed the Financial Disclosure Form and agreed to review the form and create a tiered system as other jurisdictions have done by creating a form for elected officials, employees and board members. The Clerk reported that all sixty-three (63) employees have completed the Financial Disclosure Form and 44 out of 74 Board Members have completed and filed the Financial Disclosure Form. The Board agreed to meet on a Saturday in September to review all forms.
The Board agreed to establish an education module/pamphlet in easy to understand language to distribute to all new employees. The Board discussed education modules and looking at other Ethics Commission education modules and to work on this after review of the Financial Disclosure forms.
With no further business the meeting adjourned at 8:17 p.m.
