     OTHERS PRESENT:  Wes Adams, County Attorney, Counsel to the Commission, Melody Weschler, Clerk to the Commission.


     The meeting was called to order by Chairman Collins at 5:02 p.m.



     New member, Ralph Peterson was sworn in.  Ms. Weschler provided Mr. Patterson with a copy of the Code of Civility,

     Rules of Procedures, Ethics Code, and the Maryland Open Meetings Act.  The members of the Ethics Commission reviewed a Lobbyist Registration Form provided by Dyana Forester,

      Political and Community Affairs Director, United Food & Commercial Workers Union Local 100. There were no comments by the members and the form will be filed in the County Attorney’s Office. 



      A motion was made by Mr. Fitzgerald to approve the January 16, 2019 open meeting minutes, seconded by Ms. Cotton, unanimously carried.

    Financial Disclosure Forms:

     Ms. Weschler provided the members of the Ethics Commission with the list of current board members, previous board members and previous employees who had not filed financial disclosure forms for 2018.  The Ethics Commission requested Ms. Weschler to prepare a memo to the Commissioners with the list of persons not filing, and request that the Commissioners advise how they would like the Ethics Commission to proceed.  Mr. Fitzgerald made a motion for Ms. Weschler to prepare the memo, seconded by Ms. Cotton, unanimously carried.

Mr. Collins gave a brief overview of how to review the financial disclosure forms.  Mr. Fitzgerald provided additional comments on the review of the financial disclosure forms.  The Ethics Commission me mbers reviewed all submitted financial disclosure forms for 2018.  Several forms were returned to Ms. Weschler to be returned to the person for completion.  The Ethics Commission will meet to review these forms when they are returned completed to Ms. Weschler. 


     At 6:20 p.m. a motion was made by Ms. Cotton to go into closed session, seconded by Mr. Fitzgerald, unanimously carried.  The Commission went into closed session at 5:05 p.m. in accordance with General Provisions Article §3-305(b) to discuss:  (7) “To consult with counsel to obtain legal advice.”  The matters related legal advice regarding an ethics inquiry and an ethics complaint.  At 6:28 p.m. a motion was made by Mr. Fitzgerald to go back into open session, seconded by Mr. Patterson, unanimously carried. 


      With no further business Mr. Fitzgerald made motion to adjourn the meeting at 6:32 p.m., seconded by Mr. Patterson, unanimously carried.
