              CHARLES COUNTY ETHICS COMMISSION

            Charles County Attorney Conference Room

                           November 30, 2016

MEMBERS PRESENT:

Rev. Robert Charles Buehler, Chairman

Stephen Fitzgerald, Esquire

Henry Collins, Jr.

OTHERS PRESENT:  Rhonda Weaver, County Attorney, Counsel to the Commission, Melody Weschler, Clerk to the Commission.

CALL TO ORDER FOR SESSION:

The meeting was called to order by Chairman Buehler at 6:04 p.m.

Rev. Buehler, introduced and welcomed the new alternate member, Cindy Falkenstein.

 

OLD BUSINESS: 

Minutes: 

Noting one change in the minutes of July 27, 2016, a motion was made by Mr. Fitzgerald to approve the July 27, 2016 open meeting minutes, seconded by Mr. Collins, unanimously carried.

 

NEW BUSINESS: 

Ms. Weaver reviewed with the Commission the new policy regarding the EEO statement on all outgoing correspondence. 

Ms. Weaver discussed the issue of the Board of Appeals receiving the wrong Financial Disclosure Form this past year and how to proceed for reporting year 2016.  The Commission voted unanimously to allow the Board of Appeals to stay in line with all the other boards and file Form 3 for reporting year 2016.

Ms. Weaver reviewed with the Commission the schedule for the distribution of the Financial Disclosure Forms in January, 2017 for the year ending December 31, 2016.  Ms. Weaver, in preparation of the mailing of the 2016 Financial Disclosure Forms in January of 2017, made changes on the existing forms and reviewed each form with the Commission members.  The Commission discussed all proposed changes and made additional changes to be incorporated into the forms.  The proposed changes will be made and a draft will be sent out to the Commission members for further review. 

The Commission discussed the timeline for emailing the initial letter by January 31, 2017 and emailing a reminder and final notice the first week of April.  When emailing the forms, the Clerk is to request an email receipt on all forms sent.  April 30, 2017 is the hard deadline this year.  The Commission will meet the first part of May to review the forms and have the delinquent list to the Commissioners by May 31. 

 

OLD BUSINESS: 

Minutes: 

A motion was made by Mr. Fitzgerald to go into closed session to discuss the closed meeting minutes of July 27, 2016, seconded by Mr. Purnell, unanimously carried. The Commission went into closed session at 6:56 p.m. in accordance with General Provisions Article §3-305(b) to discuss: (1) The appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; or any other personnel matter that affects one or more specific individuals and (7) To consult with counsel to obtain legal advice on a legal matter.

 

At 7:10 p.m. a motion was made by Mr. Collins to go back into open session, seconded by Mr. Fitzgerald, unanimously carried. 

ADJOURNMENT: With no further business the meeting adjourned at 7:12 p.m.
