CHARLES COUNTY ETHICS COMMISSION

Minutes of November 8, 2012

MEMBERS PRESENT:

Rev. Robert Charles Buehler, Acting Chairman

OTHERS PRESENT: Barbara Loveless Holtz, County Attorney & Gina Markovich, Clerk

CALL TO ORDER: The meeting was called to order by Rev. Robert Charles Buehler at 5:55 p.m.

REVIEW AND APPROVAL OF MINUTES:

Minutes of September 8, 2012: Helen Heier made a motion to accept the minutes as written. Motion was seconded by Cathy Warfield and carried.

NEW BUSINESS:

Cathy Warfield made a motion to go into closed session to discuss new business, motion was seconded by Helen Heier and unanimously carried, the Commission went into closed session at 6:00 p.m. in accordance with State Government Article §10-508(a)(1) to discuss (i) The appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom it has jurisdiction; or (ii)  Any other personnel matter that affects one or more specific individuals. 

UNFINISHED BUSINESS:

The meeting re-opened at 6:22 p.m.  County Attorney Holtz informed the Commission that the General Assembly was expecting to revisit the Ethics Law as to the intrusive nature of the Financial Disclosure Form during the 2013 session.

The Board reviewed the Financial Disclosure Forms of Cecil County, St. Mary’s County, Calvert County and the State as provided by the Clerk.  It was agreed that Charles County would provide 3 Financial Disclosure Forms: form 1 would be for Candidates, Elected Officials, Department Heads, County Attorney, and County Administrator and paid Boards; form 2 would be for qualified employees and unpaid board members; form 3 would be a verification of the years prior form with an affirmation that nothing has changed.  It was agreed to include instructions, definitions, and schedules.  The Commission requested that the Clerk draft up the forms for review at the next meeting. 

ANNOUNCEMENTS:

Next Meeting: The next meeting of the Ethics Commission will be held on December 5, 2012 at 6 p.m., in the Government Building Conference Room, Government Building.

With no further business the meeting adjourned at 7:08 PM.
