Dec. 17 Commissioners Meeting Update

On Tuesday, Dec. 17, the Charles County Board of Commissioners received a program update on RecAssist, which provides financial assistance for recreation programs for up to 400 low-income residents and senior citizens annually. Since the program was launched in September, 41 applicants have been approved to receive assistance from RecAssist.  Enrollment remains open for RecAssist and more information, including the application is located on the county’s website.

Commissioners also received a briefing from staff in the Department of Planning and Growth Management. Staff highlighted their progress in leading the department through a transition, filling vacant positions, and conducting outreach through the Citizens Academy. They also highlighted the department’s accomplishments in finding efficiencies in reviewing permits and improvements in meeting review deadlines, implementing paperless processes, expanding land preservation efforts and resolving complaints in a timely manner. The Transit Division shared their progress in the design and engineering phase for a new transit operations and maintenance facility, adding a new service route, improving bus stops, and enhancing security and reliability of its bus fleet.

Approval Items:

Commissioners approved the following items:

  • A contingency transfer request of $518,000 for a facility plan to address improvements at the Mattawoman Wastewater Treatment Plant.
  • A budget transfer request of $17,230 to purchase EnerGov licenses for the Department of Health.
  • A budget transfer request and budget amendment totaling $1,894,000 to award a construction contract for the Detention Center Intake Area project, to pay for a higher than anticipated bid award.

Commissioners reviewed a Dec. 10 briefing regarding the addition of a chief equity officer. Commissioners discussed and approved a budget amendment of $113,000 for the new position, which will be assigned to the County Administrator’s Office.

Commissioners also discussed revisions and approved a letter from the Charles County Board of Commissioners to Southern Maryland Electric Cooperative (SMECO) regarding opportunities to partner on providing broadband access.
