The Community Reinvestment and Repair Fund (CRF) is a Maryland state initiative established, under the Cannabis Reform Act of 2023, following the legalization of adult-use recreational cannabis.  The fund allocates a portion of the tax revenue from cannabis sales to local jurisdictions to support community-based initiatives aimed at benefiting low-income communities and those disproportionately affected by past cannabis prohibition enforcement.

The Maryland's Office of Social Equity (OSE) plays a central role in guiding implementation and ensuring transparency so that counties are accountable to the communities they serve.

Charles County Government is committed to ensuring that the CRRF funding is allocated in a timely manner to appropriate community organizations and members to positively impact individuals in need.  In July 2024, the Board of County Commissioners passed a Local Bill 2024-12, amending the Charles Code to provide a legal framework for spending CRRF funds.  This was followed by public engagement and community feedback.  In May 2025, Charles County held a public hearing to review the proposed FY2026 CRRF budget.

How these funds are being used:

Charles County Charitable Trust - $411,000

  • Funding to award grants to local non-profits through their grant program.  These grants will support low-impact and disproportionately impacted communities in the Waldorf region of Charles County.

Department of Community Services-Aging Division - $400,000

  • Funding allocated to support essential services for our aging community in the Waldorf region of Charles County, to include Meals-on-Wheels and other senior assistance programs.
